To this analysis I would add that ancient Roman history is very informative, expansion and settlement of bases was a key project of the Augusti with depressingly familiar motives of conquest, profit and evangelism (pagan and Christian). The task of keeping nearly 500K troops in the field without modern financial instruments bankrupted the Roman empire from within.

Indeed, even in the Australian context, the Whitlam governments (1972-75) intention to end the U.S. bases of Pine Gap and Narrungar has been alleged to have lead to U.S. involvement in the dismissal of that elected government. These allegations were made by Christopher Boyce, a TRW employee jailed for spying for the U.S.S.R, the subject of the film The Falcon and the Snowman.
